IOB: Hire 1,500 officers


Chennai based Indian Overseas Bank (IOB) has notified 1,500 vacancies of probationary officers in junior management grade.

Candidates who had qualified for the common written examination for probationary officers conducted by the Institute for Banking Personal Selection are eligible to apply.

The minimum standard total weighted score required for the general category is 120 and for the reserved, 105. Computer literacy is a must. The online registration will open on March 30, 2012 and the last date for applying is April 19, 2012

 According to a bank notification,tentatively, interviews will be conducted in May/June, 2012.

Dura Fly Ash Bricks: Save Cost, Time and Environment


Dura Fly Ash Bricks Stall in Budget Properties Expo
If you propose to build a home, you may consider using eco-friendly fly  ash bricks and save up to about 8% of the building cost.

An average house of 100 CFT will need nearly 1,550 clay bricks (conventional) of 230 mm x 75 mm x 100 mm size. If fly ash bricks are used, you will need only 1,325 of them. They come in sizes 400 mm x 200 mm x 150 mm. (9'' x 4 1/4 '' x 3 '')

Smaller bricks too are available. You can get the ones measuring 230 x 110 x 70 mm and bigger ones ideal for boundary walls (measuring 290 mm x 185 mm x 125 mm), the surface of which is smooth on two sides.

Fly ash, which is an industrial waste, can be utilised for various purposes such as making of bricks, blocks, concrete, tiles, kerb stones, paving slabs, survey pillars, door &  window frames, inter-locking bricks & flowerpots.

A fly ash brick contains fly ash to the extent of 60% and other components are gypsum, lime and coarse sand. Alternatively, they are made using the combination of fly ash, cement &  coarse sand.

The bricks are lighter in weight by 10% compared to clay bricks. It is said that fly ash bricks absorb less water compared to clay bricks (About 10 to 12% as against to 15 to 20%).

All the 6 six sides are even, you can save money as less mortar is consumed because they are uniform in shape and fewer bricks are used. You can also do without plastering the walls.

You get tiles too. They are manufactured in different sizes and colours with ash content being 35%. They are strong and less susceptible to scratches. They can be used for courtyards, pathways and are most suitable for footpaths.

Cellular Lightweight Concrete can be used for speedy construction and better insulation and they are economically suitable for multi-storey buildings. This is made by mixing foam in a slurry of cement, sand &  fly ash.

 Micro concrete roof tiles made of fly ash can be substituted for A.C.& G.I. sheets in industrial construction and roof tiles for slanted roofs. These are made with ash, cement, sand and micro stone aggregate 4mm.

Using fly ash products is eco-friendly because it reduces the use of cement which consumes a lot of energy and reduces the use of clay bricks, which consume fertile top soil. Clay bricks affect the quality of the land whereas the fly ash bricks do not require clay.

Maharashtra Stamp Duty Hike: Costs of Property May Rise

The plot of land and Property buyers in Maharashtra will have to shell a little more for registering their purchase.

The Maharashtra state government has simplified the stamp duty structure for sale deed of immovable properties in its budget 2012-13; in the process hiking rates for buyers.

Gram Panchayats..!

Properties falling under gram panchayats will now attract a 2% duty on property value. Those areas under municipal councils will have a 4% rate and properties in urban areas including those under municipal corporations will have a 5%t duty.

Earlier, stamp duty was paid based on a  3 tier slab with a part of the duty being a flat rate, not linked to value. For instance, for a property valued above Rs. 5 lakh, the stamp duty was Rs. 7,600 plus 5% of the value above Rs. 5 lakh. This is now 5% on property value.

Therefore, if you wish to register a Rs. 50 lakh property in Mumbai, you will have to pay a stamp duty of Rs. 2,5 lakh now, instead of Rs. 2,32,600 earlier. That's Rs. 17,400 more. The effective duty will thus go up from 4.5-4.6 to 5%.

While the hike may not seem too high, seen together with the service tax hike from 10% to 12% (on constructed properties) in the budget and a tax collection at source imposed on sand in Maharashtra, costs of property purchases may rise.

Mislead Property Buyers: Real Estate Promoters will be jailed


The Union ministry of housing  and urban poverty alleviation has refused to dilute the penalties to be imposed on non-compliant promoters in the final version of the Real Estate Regulation & Development Bill (RERDB), despite industry opposition to the concept of sending the offender to jail.

The latest draft legislation, expected to be taken up by the cabinet soon, has proposed up to 3 years jail or / and a penalty up to a 10th of the estimated cost of the real estate project in question for promoters willfully failing to comply with some key provisions.

The latest draft talks of returning the amount paid by a buyer, along with interest, in respect to an apartment, plot of land, or a building, if a promoter fails to complete a project on time and give possession as promised in accordance with the agreement. Also, a promoter will not be able to accept more than 10% of the cost of an apartment as advance payment or application fee, without a written agreement.

Mandatory registration of projects..!

One significant provision is mandatory registration of real estate projects &  real estate agents who intend to sell any immovable property with the proposed Real Estate Regulatory Authority.

 Public disclosure of all project details will be mandatory. In addition, real estate companies must compulsorily deposit 70%t of the funds received from allottees in a separate bank account, for purposes of ensuring timely completion of projects. Punitive provisions include deregistration of the project and penalties in case of contravention of the provisions of the Bill.

Real Estate Appellate Tribunal..!

Within a year of the Act coming into place, Real Estate Regulatory Authorities will have to be constituted by the government of each state and Union Territory. More than one authority in a state is permissible.
At the central level, a Real Estate Appellate Tribunal has been proposed. The legislation is aimed at protecting the interests of ordinary people and home buyers across the country against unscrupulous practices in the sector.

After the cabinet approves the Bill, it will be introduced in Parliament. Once an Act, it will be implemented across the country, except in Jammu and Kashmir (where the state legislature has the authority to decide whether or how much to extend).

Although the housing ministry has aimed to introducing the Bill in the current session of Parliament, this may be difficult.

BSE Institute signs MoU with Frankfurt School of Finance & Management


BSE Institute Ltd. The signing ceremony took place at the Frankfurt School’s campus in Frankfurt, Germany.

The MoU was signed between Mr. Ambarish Datta, MD & CEO of BSE Institute Ltd., and Ingolf Jungmann, Managing Director & Vice President of the Frankfurt School. Both institutions appreciate each other’s objectives in promoting excellence in professional education in the field of capital and financial markets.

 * Student exchange &  internship opportunities for FS students to come to India and vice-versa.

* The above projects are to be specified and executed on a project-to-project basis in separate project agreements, based on mutual consent and on the deliverables, and are subject to the parties’ respective corporate approvals.

Tamil Nadu: 76.6% households live in own property, 47.2% in Chennai


Data released by the Directorate of Census Operations shows that nearly 53% households in Chennai district lived in homes that did not belong to them, something that is bound to make the tenant-enumeration drive by the city police challenging.

According to the first House Listing and Housing Census released by Director of Census Operations (Tamil Nadu) Mr. S. Gopalakrishnan, the number of households that live in their own properties in Chennai district is just 47.2%.

Chennai district, with over 5.65 lakh tenant households, is abode of half of the total rented households in and around Chennai Metropolitan Area.

The district has a total of 11.06 lakh households, while Kancheepuram has 9.93 lakh & Tiruvallur 9.38 lakh.

While the percentage of rented households in the Tamil Nadu state is 23.4, over 51.1% of households in Chennai district, 31.1% in Kancheepuram &  28.3% in Tiruvallur live in rented accommodations.

As per the report, a household in census is defined as a group of persons who normally live together and take their meals from a common kitchen. The persons in a household may be related or unrelated or a mix of both.

So far, the Chennai city police have received just 22,000 filled-in tenant information forms under the enumeration drive that began on February 3, 2012.

Most forms were received by the West Zone of Chennai Police, which also includes many neighbourhoods in Tiruvallur district. Police stations in the South Zone, which includes parts of Kancheepuram district, have also received a large number of the forms.

The forms are being filled by residents and submitted to the nearest police stations. The information is being used to build a database and is likely to be a tool for better policing.

The forms are distributed in all police stations and are also available online at www.tnpolice.gov.in.

2012-13, Maharashtra Budget: Real estate sector disappoint


Maharashtra state Budget 2012-13 has managed to disappoint the real estate sector and prospective home buyers in equal measure.

5% stamp duty..!

Both contend that only the state government will benefit from the 5% stamp duty it has imposed on transactions of immovable properties. Over the last one year, a hike in property prices coupled with a rise in interest rates on housing loans, has forced house buyers to defer their plans.

Mr. Mitesh Gala, for a house, feels cheated with the state budget. “Instead of lowering the stamp duty, the state has snatched whatever small benefit we had”

Mr. Charles D’Souza, an executive in a MNC, "State government did not focus on affordable houses. We can’t afford prices quoted by private builders and expected some relief from the state”

Builders/promoter and Develpoers are unhappy that state budget has no tax concession for raw materials like cement , steel & sand.

Mr. Paras Gundecha, President, Maharashtra Chambers of Housing Industry (MCHI), “There is nothing for the real estate sector despite the fact that we are going through such a rough phase. The state just talks of affordable houses. But when it comes to action, nothing is done"

Mr. Gundecha also said,'' Delays in approvals tend to increase cost, which is ultimately borne by consumers."

Tamilnadu : Higher FSI For LIG & MIG Flats, Reduce cost ..!


To insulate the poor &  the middle class from rocketing property prices, the Tamilnadu state government has announced additional FSI * (Floor Space Index) for housing projects catering to the LIGs (Low Income Group) and MIGs (Middle Income Groups).   

Reduce cost of Flats..!

The state government will not levy any premium FSI charges while sanctioning additional FSI for LIG and MIG projects.

In effect, the builder/promoter/developer -  the TNHB (Tamil Nadu Housing Board) or private developers — will be able to construct more built-up area without incurring additional cost on land.

It would reduce the cost of such flats (apartments), state finance minister Mr. O. Panneerselvam reasoned out in the budget.

FSI 2.5..!

The FSI for MSBs (Multi Storeyed Buildings) is 2.5 while that for a ground floor plus 3 floors is 1.5. The new FSI guidelines are yet to be announced.
  
Major builders and promoters of Tamilnadu  welcomes the increase in FSI for LIG & MIG housing. It will bring in more housing stock at affordable rates.

Tamilnadu New Guideline Value : How much Increased?


The TN (Tamil Nadu) state government has decided to implement the revised guideline value of plot of land and properties with effect from April 1, 2012. Simultaneously, to give relief to the general public, it has proposed to bring down the stamp duty from the existing 6% to 5%

The Tamilnadu government also announced a 1% cut in stamp duty, from 6% to 5%, with effect from April 1, 2012. The 2% surcharge (collected for development of local bodies like corporations, municipalities &  village panchayats) and 1% registration fee, however, will continue without any change.

In effect, overall registration charges will come down from 9% to 8%. Total registration fees (8%) for a property worth Rs. 20 lakh will be Rs.1,60,000.

With the revision and increased, the valuation of urban land will be up by 150% to 170% and rural & agricultural land by 250% to 270%.

One of the Chennai's leading property developer said, ''The revision is expected to have a negative fallout in the initial 3 to 5 months, when property registrations may slow down. But registrations are bound to pick up in the medium to long term."
      
According to an officer in registration department,  ''The revision will not only help augment our revenue collection, but also curb black money in property deals”

The hike in guideline values is expected to increase the TN registration department’s revenue by Rs. 1,500 crore, taking it closer to the Rs. 8,700 crore mark in the next financial year (2012- 2013). The Tamil Nadu state had mobilised Rs. 5,740 crore through registration of properties till the end of February, 2012.  By now, it should have crossed the projected mark of Rs 6,000 crore. Registrations worth Rs. 500 crore are expected in the next 3 days.

The draft of the new guideline values was published last October, (2011) and after taking feedback from general public, the final draft was released in November.

1.2-cr Inoperative Aaccounts : RBI Asks Banks to Locate


 The Reserve Bank of India (RBI)  has asked banks to be proactive in locating nearly 1.2 crore account holders whose accounts are inactive for above ten years, the central government has said.

Minister of state for finance Mr. Namo Narain Meena said the Lok Sabha in a written reply.
“Keeping in view public interest, the RBI has advised all banks to play a more proactive role in finding the whereabouts of the account holders whose accounts have remained inoperative,”

Tamilnadu : 50% increase in infrastructure Fees

The Tamil Nadu budget dealt a heavy blow to the construction industry, which includes the housing sector, by slapping a 50% increase in infrastructure and amenities charges (Fees), commonly known as Impact Fee, levied on all new buildings constructed in the state.

As of now, a multi-storeyed residential building in any part of the Tamil Nadu state is charged an impact fee of Rs. 25 per square feet.

For multi-storeyed commercial, IT, industrial/institutional buildings, the impact fee is Rs. 50 per square feet in Chennai and Chengelpet regions.

In Coimbatore & Tirupur, it is Rs. 37.5 per square feet and in other regions in the state it is Rs. 25 per square feet.

A 50% hike in impact fee will translate into an increase of  Rs. 12,500 to Rs. 25,000 for a 1,000 square feet building depending on the category it belongs to.   

Shortage 30 lakh houses..!

Interest Waivers on home loans..!


The Tamil Nadu finance  minister Mr. O Panneerselvam  announced a slew of interest waivers on home loans disbursed by co - operative housing societies in the state.

Interest waiver..!

Interest waiver for LIG units is increased from 50% to 75%, for MIG from 25% to 50% & for HIG from 10% to 25%.

Also, penal interest on home loan has been waived completely. While the state government will contribute Rs. 390 crore towards interest waiver, the co- operatives will forgo Rs. 545 crore penal interest.

Till September 30, 2012..!

The interest waiver scheme, to be in force till September 30, 2012 is expected to help societies mobilize Rs.  665 crore over dues.

Share Review : Madras Cement accumulate


The Madras Cement Ltd ( MCL) is a pure south India-based cement player with 50% of its sales coming from Tamil Nadu, 25% Kerela, 13% Andhra Pradesh & 7% in Karnataka.

South India is plagued with massive overcapacity, coupled with negative demand growth. Hence, logically, cement prices should be the lowest there.

Demand - Supply -  Price Dynamics..!

However, cement prices in the south are the highest in India. Hence, the argument that the south is the weakest region in the country, considering the demand-supply-price dynamics, falls flat.

Due to better operating efficiencies, Madras Cement has emerged as the most cost-efficient player in India with the best EBITDA. On a  5 year basis, MCL generated an average EBITDA per tonne of R1,190 compared to R881 for ACC, R1,000 for Ambuja Cement, R913 for Ultratech and R880 of India Cements.

Superior profitability has been due to a combination of manyl factors, such as higher realisation in the south, better operating efficiencies &  capitive power plants.

MCL will have a strong free cash-flow generation in the years to come.

An installed capacity of 13 mtpa and dispatches less than 8 mtpa (66% capacity utilisation) leave sufficient room for growth without additional capex.

As much as 80% of capex for another 2 tpa plant has already been expended, thus, taking its total capacity to 15 mtpa tonne in FY14.

MCL will be generating FCF in excess of Rs.  500 Crore  n in 2011-12 and Rs. 700 Crore in 2012- 13, with a potential to achieve a debt free status over the next 3 years.

At the current market price, MCL is quoting at an EV/Ebitda of 5.7x on FY13e earnings. Barring the crisis year of 2009, MCL is available at its lowest ever EV / EBITDA multiple over the last ten years.

Over the last 3 months, southern India has witnessed double-digit growth in dispatches, thus making pure south based players more appealing.

MOSL value MCL at EV / EBITDA  multiple of 7x, thus resulting in an EV of Rs. 6,700 Crore, market capitalisation of Rs. 4,800 and a market price of Rs. 203 per share.

MOSL believe the current price offers a reasonable upside potential for investors.

According to Tamil Nadu Governor K. Rosaiah, Green concept in construction industry was absolutely essential in the present scenario not only in the industry and commercial buildings but also in housing sector. 

At an awards function organised by the BAI* ( Southern Centre), the Governor K. Rosaiah emphasised on the use of eco-friendly materials in construction projects. Stating that Chennai was in the forefront in adopting green concept in the construction industry, he said energy &  natural resources are saved by adopting sustainability which also protected the occupants' health and reduced landfill waste.

K. Rosaiah also said, '' The growth of the economy was dependent to a very large extent on construction in every sector. After agriculture, construction was the second largest sector in providing employment and played a major role in the growth of the GDP. The construction industry, a core sector of economy, accounted for over 6% of the GDP"

Tamil Nadu : Land Guideline Value Increased From April 2012


Tamil Nadu Finance Minister, Mr. O. Panneerselvam said in his Budget (2012- 2013) speech...!

    ''As the State is losing huge revenue due to non revision of guideline values after substantial increase in the market value of properties, We have decided to implement the revised guideline values with effect from  April 1,  2012. Simultaneously, to give relief to the public, we propose to bring down the Stamp Duty on instruments of sale and other instruments presently charged at the rate of 6% to 5% with effect from April 1 ,  2012' '

But there is no change in the 2% surcharge (collected for development of local bodies like corporations, municipalities and panchayats) & 1% registration fee. In effect, overall registration charges will come down from 9% to 8%.

Guideline value is the minimum price for land fixed by state government for registration of plot of land & properties. Through periodical changes in guideline values, on which stamp duty and registration fees are based, the government keeps pace with shifts in market prices.

In Tamil Nadu, the guideline values were last revised in 2007. The draft of the new guideline values was published last October, (2011) and after taking feedback from general public, the final draft was released in November (2011). State election other reasons postponed the implementation. Finally, it enforce form April 1, 2012.

LIC of India: Plans to Reduce Term Plan Premium Rates


India’s largest insurer, LIC of India (Life Insurance Corporation of India), plans to reduce its term insurance policy premium rates. Term insurance policies refer to those covers where the insurance company makes a payout only upon the death of the insured.

Now, a 30 year old man  who purchases a 25 year LIC of India term insurance plan cover pays Rs. 14,600 annually for a cover of  Rs. 50 lakh. This is much higher than the premium charged by private life insurance companies which are in some cases up to 35 to 40% cheaper.

Cheaper Cover Online..!

Many companies offer much cheaper cover online. However, LIC of India officials says, ''LIC has a better track record in claim settlements. Term insurance rates can not be compared directly because in high value policies the actual premium would depend on medical underwriting and the parameters for “normal” rates vary across insurers."
The rates for term insurance are revised periodically after reviewing changes in life expectancy of the insured population. As life expectancy has been rising because of medical advances, the cost of cover has been constantly declining and are in some cases a 4th of what they were at the time of opening up of the life industry in 2000. While rates are expected to keep declining until life expectancy rises to 85 the highest level of life expectancy prospective buyers can not wait. This is because prices rise with the age of entry.

According to the IRDA’s annual report, the claim settlement ratio of  LIC of India was better than that of  the private life insurers. Settlement ratio of LIC of India increased to 97.03% in 2010-11 as compared to 89.04 %  for private life insurers.

Similarly, LIC of India  had a low rejection rate of 1% as compared to 8.90% for private insurers.
In absolute terms, private life companies rejected 9,966 claims, while LIC had rejected 7,384claims despite having a much larger share of business than private insurers.

One the the LIC of India  said, "The claims are typically rejected if any material fact which would have impacted the insurer’s decision on pricing would have been with held or mis-represented. In the case of LIC of India such claims are settled on an ex-gratia basis if the misrepresentation is not related to the cause of death.
